BANKS PENINSULA DISTRICT COUNCIL DISTRICT MANAGER THE LOCAL GOVERNMENT Commission’s Draft Reorganisation Scheme for the Banks Peninsula District provides for a new territorial authority comprising the areas of Akaroa County, Lyttelton Borough, Mount Herbert County and Wairewa County.
