Public Notices RANGIORA DISTRICT COUNCIL NOTICE OF ESTIMATES AND INTENTION TO MAKE AND LEVY RATES AND CHARGES PURSUANT TO THE PROVISIONS of the Local Government Act 1974, the Rating Powers Act 1988 and amendments thereto, Public Notice is hereby given that the Rangiora District Council at its meeting held on June 19, 1989, prepared and approved the Estimates of Income and Expenditure for the financial year commencing April 1, 1989 and ending on March 31, 1990. A copy of the approved estimates is available for public inspection during normal office hours, at the public office of the Council, 215 High Street, Rangiora. PUBLIC NOTICE is also given that it is the intention of the Rangiora District Council at a meeting to be held on Tuesday, July 25, 1989, in the Council Chambers, High Street, Rangiora to make rates and charges on all rateable property appearing in the Valuation Roll for the District of Rangiora, pursuant to the provisions of the Local Government Act 1974 and its amendments, the Rating Powers Act 1988, the Local Authorities Loans Act 1956 and amendments, and all other Acts enabling it in that behalf. All such rates and charges are inclusive of the Goods and Services Tax. 1. A General Rate of one decimal two two eight (1.228) of a cent in the dollar on the rateable land value of all property within the Urban Ward of the District excluding the undeveloped area zoned Urban Development in north Rangiora and the area zoned Rural Residential at River Road. 2. A General Rate of decimal three six one two (.3612) of a cent in the dollar on the rateable land value of all property within the Rural Ward of the District and in the undeveloped area zoned Urban Development in north Rangiora and the area zoned Rural Residential at River Road. 3. A General Rate of decimal four six four five (.4645) of a cent in the dollar on the rateable land value of all property within the Eyre division of the District. 4. A uniform annual general charge of $125 (one hundred and twenty-five dollars) on each separately rateable property within the District. 5. A Recreation/Library uniform annual charge of $75 (seventy-five dollars) on each separately rateable property within th Urban Ward of the District for the purposes of administration and maintenance of the Rangiora Public Library. , „ c 6. A Central Commercial Area works and services rate of one decimal three four four two (1.3442) of a cent in the dollar on the rateable land value of all property within the Commercial S, Commercial O, Commercial 01, Commercial R and Commercial R 1 zones as stated in the former Rangiora Borough Council’s operative District Scheme. 7. An Urban Differential Rate of decimal three eight zero six (.3806) of a cent in the dollar on the rateable land value of properties within the urban and residential zones of the Rural Ward. 8. An Industrial General Rate of two decimal seven eight seven (2.787) cents in the dollar on the land value of the rateable property zoned Freezing Works, Special Industrial or listed in the Schedule of Protected Uses in the former Eyre County District Scheme. 9. A Special Works and Services Rate of one decimal zero six five four (1.0654) cents in the dollar on the rateable land value of all property within the Riseley area (the Riseley riding of the former Eyre County Council). 10. Separate Rates in the No. 1 Rangiora Drainage District on the basis of area as follows:Class A lands $18.54 per hectare Class B lands $13.01 per hectare Class C lands $9.11 per hectare Class D lands $4.53 per hectare Separate Rates in the No. 2 Rangiora Drainage district on the basis of area as follows:Class A lands $6.53 per hectare Class B lands $5.29 per hectare Class C lands $3.21 per hectare Separate Rates In the No. 3 Rangiora Drainage District on the basis of area as follows:Class A lands $4.38 per hectare Class B lands $3.58 per hectare Class C lands $.84 per hectare Separate rates in the Ohoka Drainage District on the basis of area as follows:Class A lands $9.57 per hectare Class B lands $6.24 per hectare Class C lands $4.79 per hectare Class D lands $1.91 per hectare Separate rates in the Clarkvllle Drainage District on the basis of the area as follows: - Class A lands $lB.OB per hectare Class B lands $16.31 per hectare Class C lands $7.22 per hectare Class D lands $5.42 per hectare 11 1A Uniform Charge of $9O (ninety dollars) in respect to the ordinary supply of water from the Rangiora Water Supply (excluding those properties within the River Road Water Supply area) which annual charge shall be $45 (forty five dollars) in respect of rateable property situated within 100 metres from any part of. the waterworks to which water can be but is not supplied. 12 A uniform charge of $142.00 (one hundred and forty-two dollars) in respct of an ordinary supply of water to all properties connected to the Cust Domestic Water Supply, which annual charge shall be $71,00 (seventy-one dollars) In respect of rateable property situated within 100 metres from any part of the water works to which water can be, but is not supplied. 13. A unit charge of $BO (eighty dollars) in respect of the properties connected to the Summerhill Rural Water Supply, plus a charge for all water used at th rate of $2.00 for each cubic metre. 14 A uniform charge of $l9O (one hundred and ninety dollars) In respect of a supply to all properties connected within the River Road Water Supply area which provides for a metered supply of water amounting to 700 cubic metres for the year. Water used in excess of 700 cubic metres will be charged at the rate of 34 cents per cubic metre. 15. A uniform charge of $43 (forty-three dollars) in respect of an ordinary supply to all properties connected to the Kings-Queens Avenue Water Supply which annual charge shall be $21.50 (twenty one dollars fifty centes) in respect of rateable property situated within 100 metres from any part of the water works to which water can be, but is not supplied. 16 A uniform charge of $132 (one hundred and thirty-two dollars) in respect of an ordinary supply to all properties connected to the Waikuku Beach Water Supply which annual charge shall be $66.00 (sixtysix dollars) in respect of rateable property situated within 100 metres from any part of the waterworks to which water can be, but is not supplied. 17 A uniform charge of $l6B (one hundred and sixty-eight dollars) in respect of an ordinary supply to all properties connected to the Woodend Water Supply which annual charge shall be $B4 (elghty-four dollars) in respect of rateable property situated within 100 metres from any part of the water works to which water can be, but is not supplied. For properties connected to the water works within the Rural Residential zone, the uniform charge shall be $l6B (one hundred and sixty-eight dollars) for a metered supply of 900 cubic metres per annum. Water used in excess of 900 cubic metres will be charged at the rate of 27 cents per cubic metre. 18 A uniform charge of $9O (ninety dollars) in respect of an ordinary water supply to all properties connected to the Pines and Kairaki Water Supply. 19 A uniform charge of $250 (two hundred and fifty dollars) in respect of an ordinary supply to all properties connected to the Fernside Water Supply which annual charged shall be $125 (one hundred and twenty five dollars) in respect of rateable property situated within 100 metres from any part of the water works to which water can be, but is not supplied. 20 A uniform charge of $l9O (one hundred and ninety dollars) in respect of an ordinary water supply to all properties connected to the West Eyreton water supply which annual charge shall be $95 (ninety-five dollars) in respect of rateable property situated within 100 metres from any part of the waterworks to which water can be, but is not supplied. 21 A uniform charge of $l5l (one hundred and fifty-one dollars) in respect of an ordinary water supply to all properties connected to the Mandeville Water Supply which annual charge shall be $75.50 (seventyfive dollars and fifty cents) in respect of rateable property situated within 100 metres from any part of the waterworks to which water can be, but is not supplied. 22 Extraordinary water supply charges calculated on a multiple basis of the Uniform Fee (ranging from xl to x 24) to those businesses, industries, schools, etc connected to the Councils water supplies. 23 A uniform annual charge of $56 (fifty six dollars) for each water closet or urinal served dirctly or through a private drain to the public sewerage system in the Rangiora sewerage area which annual charge shall be $2B (twenty eight dollars) in respect of rateable property situated within 30 metres of the sewerage system which is capable of being effectively connected either directly or through a private dra«in 24 A uniform charge of 425 (twenty five dollars) for which water closet or urinal served directly or thorugh a private drain to the public sewerage systems in Waikuku Beach Sewerage Aera which annual charge shall be $12.50 (twelve dollars fifty cents) in respect of rateable property situated within 30 metres of the sewerage scheme which is capable of being effectively connected either directly or through a private 25 charge of $lOO (one hundred dollars) for each water closet or urinal served directly or through a private drain to the public sewerage systems in the Woodend Sewerage Area which annual charge shall be $50.00 (fifty dollars) in respect of rateable property situated within 30 metres of the sewerage system which is capable of being effectively connected either directly or through a private drain 26 A uniform charge of $l7O (one hundred and seventy dollars) for each water closet or urinal served directly or through a private drain to the public sewerage systems in the Woodend Bach Sewerage Area which annual charge shall be $B5 (eighty-five dollars) in respect of rateable property situated within 30 metres of the sewerage system which is capable of being effectively connected either directly or through a private drain. , t , 27 A uniform charge of $160.00 (one hundred and sixty dollars for each water closet or urinal served directly or through a private drain to the public sewerage systems in the Pines-Kairaki Beach Sewerage Area which annual charge shall be $BO.OO (eighty dollars) in respect of rateable property situated within 30 metres of the sewerage system which is capable of being effectively connected either directly or through a private drain. 28 A uniform charge of $5OO (five hundred dollars) for each water closet or urinal served directly or through a private drain to the public sewerage system in the Tuahiwi Sewer Area which annual charge shall be $250 (two hundred and fifty dollars in respect of raeteable property situated within 30 metres of the sewerage system which is capable of being effectively connected either directly or through a private drain 29 A uniform charge of $96.14 (ninety-six dollars fourteen cents) for each water closet or urinal connected directly or througha private drain to the public sewerage system in the Risely rating area, which annual charge shall be $48.07 (forty-eight dollars seven cents) in respect of rateable property within 30 metres of the sewerage system which is capable of being effectively connected either directly or through a private drain. Note- Every separately rateable property used exclusively or principally as the residence of not more than one household shall be deemed to have not more the one water closet or urinal. 30 A uniform community centre charge of $22 (twenty-two dollars) on each occupied dwelling unit situated within the Cust Community Centre District and the West Eyreton Community Centre District; and $l4 (fourteen dollars) on each occupied dwelling unit situated within the Rangiora Urban and Rangiora Rural Wards of the District; and $ll (eleven dollars) on each occupied dwelling unit within the Swannanoa Community District. . . . ... 31 A uniform annual charge of $47.90 (forty-seven dollars and ninety cents) in respect of each dwelling unit or occupied building situated within the Rangiora Urban Ward or in Woodend which are serviced by the refuse removal servie. _ 32 A uniform annual charge of $32.50 (thirty two dollars and fifty cents) in respect of each dwelling unit or occupied building within the residential or urban zones on the Rangiora Rural Ward (excluding Woodend) which are serviced by the refuse removal service. 33 A uniform annual charge of $49 (forty-nine dollars) in respect of each dwelling unit or occupied building within the Riseley rating area which is serviced by the refuse removal service. 34. An Urban Transport levy uniform annual charge of $17.15 on each separately rateable assessment within the Urban Transport area as defined in the Operational Plan. 35 And such water rates as the Kaiapol Borough Council shall direct the Rangiora District Council to collect on Its behalf in the Pinehaven and Riseley reas. ■ 36 And such rates as the North Canterbury Catchment Board and the North Canterbury Pest Destruction Board and the Waimakarlri-Ashley Water Supply Board shall direct the Rangiora District Council to collect on its behalf. The above rates and charges shall be for the financial year commencing on the Ist day of April 1989 and concluding on the 31st day of March 1990, and shall become due and payable in the following instalments at the Council Office, Rangiora, where Valuation Rolls and rate records are open for inspection during normal offices hours. In terms of Section 132 of the Rating Powers Act 1988, a penalty of ten per cent (10%) will be added to all instalments which remain unpaid on the following dates: Instalment No. 1 — Due and payable on June 15, 1989. Date of 10% additional charge from June 18, 1989. Instalment No. 2— Due and payable on October 15, 1989. Date of 10% additional charge from October 18, 1989. Instalment No. 3 — Due and payable on February 15, 1990. Dte of 10% additional charge from February 18, 1990. Further, in terms of Section 132 of the Rating Powers Act 1988 an additional penalty of 10 per cent will be added to all rates remaining unpaid (including arears from previous years) on April 1,1990 and a continuing charge of 10 per cent will be added thereafter to all rates remaining unpaid (with the exception of current instalments) at six monthly intervals following April 1, 1990. In terms of Section 131 of the Rating Powers Act 1988 a discount amounting to five per cent (5%) of the general rate, the urban differential rate and the industrial differential rate will be allowed if the total year’s rates and charges levied are paid in full before the 23rd day of September 1989.
