NZPA-Reuter Jerusalem Israeli military authorities have begun work on plans for Palestinian elections in the occupied West Bank and Gaza Strip proposed by the Israeli Prime Minister, Yitzhak Shamir, security sources said. The sources said on Tuesday that the Israeli Army’s general staff and judge advocate-general’s office had started to draw up contingency plans and a legal structure for the polls to be presented at

the next Cabinet meeting on Sunday. Mr Shamir, who will return from the United States later this week, has said the Government will set up working committees to decide on the format of the elections to choose Palestinian negotiators for an interim settlement with Israel. Meanwhile military commanders in the West Bank and Gaza Strip on Tuesday heard again that there was no alternative to negotiating with the P.L.O.
