Ensuring the future growth and viability of VSA will also include the evaluation of exisitng programmes, securing a high level of private and public sector funding, developing VSA’s education programme within Aotearoa/New Zealand and liaison with other development agencies both here and overseas. The new district represents the re-organisation of five existing local authority areas and has created an opportunity for an experienced and resourceful manager. This position calls for a person with a proven record of achievement at a managerial level preferably In Local Government or like service although applicants in different disciplines will be given equal consideration. The Selwyn District will extend from the Southern Alps to the sea and between the Waimakariri and Rakaia Rivers but excluding the metropolitan area of Christchurch. It will commence operations as from October 1989. This is an opportunity for a motivated person who is prepared to accept responsibility to enter employment with a strong rural-based authority. DISTRICT MANAGER WAIMAKARIRI DISTRICT COUNCIL This is a new Local Body position arising from Local Government restructuring. The new District north of Waimakariri represents the uniting of 5 existing Local Bodies to create an organisation to administer and promote one of the most progressive areas in New Zealand. The territory covered by the Authority extends from the Puketeraki Ranges to the Pacific and between the Waimakariri and Kowal Rivers, an area covering 2746 sq kilometres and containing some 25,000 residents. The area will be served by Central Office in Ranglora with strong Local Offices at Kaiapol and Oxford all of which will offer the range of services traditionally supplied by Local Authorities. The organisation will be structured to provide an efficient service to the public with a high degree of people orientation. There will be a need to set clear goals and performance targets. The primary task facing the District Manager will be the Integration of the existing separate organisation with some 150 staff. The District Manager will play a leading role In the development of Organisation Structure and the selection of the Senior Management team. This team will be charged with the responsibility of staffing its division. The Organisation will commence operation in October, 1989. The management and personal qualities sought include staff motivation skills, a commitment to service the community, well developed communications skills, strong result orientation and the ability to work in both an Urban and Rural environment. Applicants must have a record of achievement in a progressive organisation which may be in the Local Authority, Central Government or Private sector. The successful applicant is most likely to be between 30 and 55 years of age. The District Manager may hold a University Degree or be a qualified member of a professional Association, relevant to Local Government, but considerable weight will be lent to experience and expertise in the field of management. The successful candidate will be expected to start as soon as practicable.
