Five bodies to replace existing boards
The disestablishment of six existing boards and advisory bodies has been advocated by the report.
These would be replaced by five new educational bodies. The bodies to go are the University Grants Committee, the University Entrance Board, the Trades Certification Board, the Vocational Training Council, the Authority for Advanced Vocational Awards and the National Council for Adult Education.
They would be replaced by the National Education Qualifications Agency, the Public Scholarship and Research Agency, the Teachers’ Registration Board and two advisory
councils, the Maori Educational and the Post Compulsory Education and Training advisory councils. Through the Ministry of Education and Training these bodies “would have close links with the community and employers because education is about life and work,” Professor Hawke said. The existfhg Board of Studies will also have its responsibilities for qualifications and assessments removed. However, it will have wider powers to deal with primary and secondary schooling. These moves are part of what the report called an “across the portfolio” approach to education.
