‘Still matters to discuss’

The Local Government Asssociation still has one or two matters to discuss with the Government on the local government reform policy released yesterday, says its president, Mr Ross Jansen.

But generally the policy as presented to Parliament yesterday was that discussed by the association with the Minister for Local Government, Dr Bassett, and the Internal Affairs Department, Mr Jansen said.

The policy guidelines were flexible, which was as it should be. The association would pursue the question of boundaries for a region.

In earlier discussions, the regional boundaries were to have been as near as practicable to two or more territorial authority boundaries. The policy guidelines say that boundaries should conform to one or more water catchments. “We need to have a look at that,” said Mr Jansen.

He said the encompassing of the policy guidelines for the Local Government Commission in a schedule to the Local Government Amendment Bill was infinitely preferable to having them set out by Order-in-Council as first proposed. However, the omission of any provision for public surveys or polls on reform schemes would be of concern to some authorities.
