NZPA New York The United States should impose sanctions on Japan for its thinlyveiled inention of flouting international rules by hunting minke whales under the guise of research, the “New York Times” said on Sunday. In an editorial the newspaper deplored Japan’s plan, “in defi-
ance of the International Whaling Commission,” to kill 300 of the whale species in the Antarctic with a fleet “reconfigured as a ‘research expedition’.” It said the United States, which it called the traditional conscience of the international whaling agreement, could certify
Japan as a violator of the pact and impose curbs on fish catches in United States waters and imported fish products. The newspaper said that although the mere threat of such action had helped deter Norway and Iceland from violating the whaling agreement Japan seemed unfazed.
