Sir — M. Johnston (December 23) fears a Soviet invasion, which the United States will let pass its hundreds of Pacific bases, because of our nuclearfree policy. The United States will not want a Soviet military base here — with or without A.N.Z.U.S. Anyhow, Russia, a northern hemisphere continental nation, significantly lacks the landing craft for big naval invasions. The essential priority is improving the security of all, including the United States itself, in the nuclear age. Joining the United States on the nuclear hitlist helps nobody. But, as a neutral friendly to all, we could benefit all by mediating to reduce Pacific tensions that could otherwise escalate into nuclear war. I know of no authoritative sightings of M. Johnston’s .“Russian nuclear submarines patrolling our waters.” I know who would like to scare us back into
