Loans Act ' 1956 and amendments-thereto and any other enabling'act , regulation or authority, the Malvern County Council, at a - meeting held on September 11, 1987, resolved by way of special order to borrow the sum of $15,000 by way of a loan to be known as the Springfield Water Supply Loan, 1987. The object and purport of the proposed loan Is for the purpose of funding that portion of construction cost of the Springfield Water Supply which is not met by subsidies, lump sum contributions and other receipts.
