Town Planning Town Planning Town and Country Planning Act 1977 Christchurch City Council District Planning Scheme PROPOSED CHANGES 10, 14, 16 THE Christchurch City Council has prepared Changes to Its District Planning Scheme. The nature of the Changes are as follows: No. 10: TRANSPORTATION ORDINANCES -90 deg. PARKING STANDARDS This Change amends the standards for the design of 90deg. parking spaces reducing the aisle width for manoeuvring and access. It slightly Increases the depth of the parking space Itself. A distinction is made between spaces for short term or long term parking. NO. 14: CENTRAL CITY PARKING Changes In the central city and experience with present requirements since 1979 have shown the need to revise some requirements especially relating to parking for customers and visitors, and the maximum number of spaces provided for any particular development. The Change also provides for greater control over access where more than 20 spaces are provided. Car parking buildings are to be provided for as Conditional Uses in the Commercial 3,4 and 5 zones. No. 16: PROCEDURES FOR NON NOTIFIED APPLICATIONS This Change inserts a new Clause into the Introduction to the Code of Ordinances setting out the procedures for non-notifled applications, that Is, Dispensations, Controlled Uses, Historic Buildings, and Tree Protection. The Changes may be Inspected at the Town Planning Office of the Council, Civic Offices, 163 Tuam Street, and City, branch and suburban libraries, at any time when they are open to the public. Submissions and objections to the Changes or any part thereof may be made by any body or person affected or representing some relevant aspect of the public Interest. Submissions and objections shall be in writing on Form C prescribed in the Schedule to the Town and Country Planning Regulations 1978 or to the like effect. Forms for submissions and objections are available at the Council’s Town Planning Office. Submissions or objections should be lodged at the Civic Offices, 163 Tuam Street, Christchurch, not later than 4 p.m. on DECEMBER 4, 1987. At a later date, every submission and objection will be open for public Inspection and any body or person who wishes to support or oppose any submission or objection will be entitled to do so. Vincent and 6 others. Reduce extent of zone (undefined). — CUC. 2. OBJECTIONS REQUESTING REDUCTION IN STANDARDS Reduce requirements for carparking and landscaping. — Mace Engineering Ltd. Reduce building setback to minimum of 3 metres on sites less than 500 sq m in area fronting principal roads. — J. Blackwell. Reduce carparking to 1 space to 150 sq m of nett floor area for offices, Industries, warehouses and bulk stores. — J. Blackwell. Remove setback requirement for electrical kiosk and substation buildings and remove landscaping requirements for public utilities. — CCC (MED). 3. CORRECTION OF OMISSIONS AND CLARIFICATION Add ordinances for Public Utilities, Subdivision and title issue and amenities. Clarify Intent of ordinance relating to access, parking and loading. — CCC. 5. MODIFY AND CLARIFY PURPOSE OF ZONE OR ABANDON Make consistent with industrial and commercial zoning and comply with Act. — L. D. Nathan Group Properties Ltd, McKenzies (N.Z.) Ltd, Woolworths (N.Z.) Ltd, Mace Developments (N.Z.) Ltd. Modify policies In relation to the city, district centres and centres outside the city’s administrative area. — CUC. 6. MODIFY OR REDUCE RANGE OF USES OR ABANDON Prevent conflict between uses within the zone. Protect existing permitted uses. — D. H. Brown and Son. Reduce range of uses. — CUC. 7. OBJECTION TO ACCESS RESTRICTION AND PARKING Permit vehicle access to and from St Asaph Street for businesses with their major frontage on St Asaph Street. — Reese Bros Ltd. Prohibit access for retail uses onto Lichfield, Madras Streets and Moorhouse Avenue. Amend existing transportation policies. - CUC. 8. COMMERCIAL 4 ZONE EXTENSION Control access and permitted uses onto St Asaph Street. — Canterbury United Council. 9. SUPPORT CHANGE — Clapham Industries Ltd, Tucker Group Ltd. At a later date all objectors and those who support or oppose objections will be advised of the hearing date of objections and submissions and they will be given at least 14 days notice of such a hearing.
