Shortfalls in Mana scheme
Wellington reporter A number of weaknesses in the Mana enterprises scheme, set up for the Maori people, have been Identified in a report to the Government. The report comes after a review of the Mana
scheme by two independent businessmen, Messrs John Murphy and Phil Malpas. It recommended that as much power as possible be delegated to the iwi authorities on condition that loan applications were first checked by ex-
perienced business people. They found deficiencies arising from the settling in of new iwi (tribal) authorities, a lack of expertise, and the speed with which Mana was introduced.
