Work scheme for benefit
Wellington reporter
A National Government would scrap the unemployment benefit and. replace it with training programmes and community work schemes.
The move, first announced last month, would be . designed to offer "positive employment options.” The State would not give any financial support to unemployed people who refused to take part in an appropriate training programme or a community work proposal. Where neither option was practical, an incometested benefit would be provided. School-leavers would have a 13-week standdown period before becoming entitled to a jobsearch allowance or income assistance programme. Giving benefit payments for people to do nothing was constructive for neither the unemployed or the community, said the Leader of the Opposition, Mr Bolger, yesterday.
