NZPA-Reuter Tel Aviv Israel’s coalition Government has been plunged into disarray by the divided inner Cabinet’s

failure to accept proposals for an international Middle East peace conference. The Foreign Minister, Mr Shimon Peres, said he did not formally present his proposals for a conference to the 10-man inner Cabinet "because the outcome was clear from the start.” He told reporters after the meeting: “The Cabinet is divided in half.” Mr Peres said he would press his case by calling for early national elections and flying to New York to meet the American Secretary of State, Mr George Shultz. The Prime Minister, Mr Yitzhak Shamir, who opposes both the conference and early elections, countered: “All those who will talk to Peres will know Mr Peres does not speak in the name of the Government.” Mr Shamir, head of the Right-wing Likud bloc, took over the premiership from Mr Peres, the Labour Party leader, only seven months ago under a power-sharing agreement signed by their parties.
