AIRWAYS CORPORATION OF NEW ZEALAND LIMITED THE AIRWAYS CORPORATION has been established to provide Air Traffic Services and Rescue Fire Services to users of New Zealand airspace. In addition to the provision of these services the Corporation will have technical support to ensure a high level of reliability for equipment in use. Prior to April 1 the activities to be performed by the Corporation are carried out by the Civil Aviation Division of the Ministry of Transport. Applications are called for appointment to the following positions with the Corporation. MANAGER, PLANNING (REF. ACA 2) The Manager, Planning, will be responsible to the Chief Executive Officer, and will have a small team of Airways and Airport Planners. The branch will be required to provide advice to the Board and the Chief Executive on the efficient use of the Corporation’s resources, undertake project evaluation and provide economic forecasting for planning purposes. The successful candidate should ideally have had formal training in either Airways or Airport planning. A tertiary education in Engineering, Planning or Economics would be valuable. CHIEF ENGINEER (REF. ACK 2) The Chief Engineer will be directly responsible to the General Manager, Operations, for the management of the Engineering Services in the Corporation. The successful candidate will require: — To be a New Zealand Registered Engineer; — To fully understand and have wide experience In visual and hon-visual aids to air navigation and air traffic control equipment required to support the airways system infrastructure; — To have the ability to manage and motivate the team established to provide telecommunications, electrical, and mechanical engineering and draughting services to the Corporation; — To have wide experience in the financial and administrative management of an engineering organisation. INDUSTRIAL RELATIONS OFFICER (REF. ACC 2) This senior position will report direct to the director, Human Resources. The successful candidate must have the background skills and abilities to co-ordinate (where appropriate) the collective bargaining of the Corporation with the relevant union. The applicant must therefore have experience in and understanding of the collective bargaining system, and assist in the development of new strategies and approaches within a changing legislative framework. An ability to engender a co-operative and problem solving approach to the bargaining process is essential. In addition the appointee will need to assist in the training of regional managers to successfully manage negotiations and industrial relations at the workplace level. The Corporation will have an initial operational staff of about 850. PERSONNEL OFFICER (REF. ACC 6) The Personnel Officer will report direct to the Director, Human Resources, and is responsible for the implementation of the Corporation’s personnel management programme with special responsibility for employee benefits, health and safety, and the drafting and enforcing of workplace contracts. The operational emphasis of the Corporation is based on a regional structure and therefore an ability to work with and develop regional competence and responsibility In these areas Is essential. Ideally the candidate should have a working knowledge of effective personnel management systems, and an understanding of effective industrial and personnel practice and the law. TRAINING CO-ORDINATOR (REF. ACC 3) This is a senior position reporting direct to the director, Human Resources, and responsible for the training needs of the Airways Corporation. An ability to develop and institute successful training systems is a priority and direct understanding of the air traffic service, rescue fire service, and technical maintenance service would be an advantage. The Training Co-ordinator will be required to initiate a review of the training needs of the organisation, carry on, modify, or put in place training systems appropriate to those needs. The ability to co-ordinate with operational staff is essential. OFFICER IN CHARGE, AVAIATION COLLEGE, CHRISTCHURCH (REF. ACC 4) The appointee will be responsible to the Director, Human Resources, for the efficient management of the Corporation’s training establishment. In addition to managing the college the appointee will also be Chief Air Traffic Services Instructor and must have current or previous wide experience as an air traffic controller. The appointee will be responsible for the coordination and direction of training programmes for Air Traffic Services, Rescue Fire, and Technical Maintenance Service staff. Duties include the preparation of yearly training programmes in consultation with the Training Co-ordinator, ensuring that examination standards are maintained, and that procedures are in accordance with published standards. Qualifications desired: N.Z. University Entrance qualification or equivalent. A minimum of 10 years experience as an ATS Officer with at least 5 years in a senior position involving significant administrative responsibility. REGIONAL MANAGERS, ADMINISTRATION (3) AUCKLAND, WELLINGTON, CHRISTCHURCH (REF. ACH/J3) The appointee will be responsible to the Regional Manager, Operations, for the provision of administrative support. The position calls for proven ability to manage a small team whose tasks include the provision of accounts, records, payroll data and general clerical services. Some knowledge of the roles of operational staff would be an advantage. All positions are located in Wellington unless otherwise stated.
