The Soviet Union has replaced the head of its arms control negotiating team in Geneva. The new chief negotiator is. Yuli Vorontsov, First Deputy Foreign Minister. He takes over for Viktor Karpov, who has headed the Soviet negotiators since the U.S.-Soviet talks opened 22 months ago. The next round starts on Thursday.—Washington.
