Poor town planning blamed for smog

PA Wellington Poor town planning is the main cause of air pollution problems in New Zealand, says a World Health Organisation consultant.

Dr Louis Clarenburg’s report, released by the Health Department, says New Zealand has relatively clean air, but should work to keep it that way and avoid the problems associated with industrial development. The report says some industrial zones have been sited too close to commercial or housing areas. The poor planning happened either when the air pollution source was built,

or later when homes or businesses were allowed too close to the source.

Dr Clarenburg recommends better co-ordina-tion of environmental and planning rules to deal with problems and to allow more public participation in decisions. At the moment there is no long-term environmental planning to help develop long-term guidelines for air pollution control, the report says.

It recommends that the new Ministry for the Environment should take on long-term planning for air pollution control as part of its environmental planning responsibility.
