Sir,—A letter signed M. Creel (October 10) questioned Amnesty International’s research, credibility and focus on the U.S.S.R. Section inlits "Report — 1985.” Amnesty [international cannot disclose sources while they are at risk. To do so would violate its principles. Thus confidentiality is a limiting factor when establishing credibility. It is crucial therefore that its research distinguishes scrupulously between allegation and fact and also upholds impartiality. It has international standing in achieving this. People all over the world voluntarily write letters about human rights violations on specific prisoners in response to Amnesty International’s requests, and would not do so if they believed Amnesty International did not have credibility. Amnesty International’s purpose is not to condemn governments,, or uphold prisoners’ views, nor to take on other human rights issues.
