Soviet presence
Sir, — I feel deeply concerned at the increasing Soviet naval presence in the Pacific. Consider the words pf Admiral S. G. Gorshkov, coinmander in chief of the Soviet Navy: “The flag of the Soviet Navy flies over the oceans of the . world. Sooner or later, the United States will have to understand it no longer has mastery over the seas. The Soviet Navy has become a real force capable of ensuring the State interests of the U.S.S.R. in the world ocean. By showing the fleet, it has been possible on many occasions to achieve political objectives without having to resort to armed warfare. The growing sea power of the Soviet Union guarantees the successful realisation of its foreign policy.” In the light of such rhetoric, it is difficult to grasp the popular view that we need no longer associate ourselves militarily with the United States. — Yours, C.
