WAIHOU VALLEY SCHEME INDEPENDENT REVIEW REGISTRATION OF INTEREST THE CLIENT „ , An independent review of the Hauraki Catchment Board’s waihou Valley Scheme is to be commissioned jointly by the National Water and Soil Conservation Authority on behalf of the Government and the Hauraki Catchment Board on behalf of the scheme ratepayers. THE SCHEME u t u The Waihou Valley Scheme is a major catchment work financed as a joint venture between the Government and the Hauraki Catchment Board" under the general provisions of the 1941 Soil Conservation and Rivers Control Act. n l I The scheme was approved by the Government in Noll vember 1971 and the approved target completion date is 1993 Expenditure on the scheme to 31 March 1986 was $44,404 M on a three to one cost sharing basis between the taxpayer and ratepayer. As a culmination of various reviews under the normal policies of the National Water and Soil Conservation Authority the Hauraki Catchment Board has proposed the expenditure of a further $34 M (March 1984 prices) and a new completion date of 1998. The scheme is currently managed by a scheme committee chaired by the District Commissioner of Works, Hamilton with membership from the National Authority and the Catchment Board. TIMING The review is required urgently and the 3 November 1986 has been set down by the Waihou Valley Scheme committee to consider the independent review. TERMS OF REFERENCE The thrust of the review is to be forward looking with a view to identifying a cost effective strategy for completion of a Wainou Valley Scheme that will gain acceptance by the Crown and the ratepayers. The independent review will address three elements: a engineering b economics c value for money REGISTRATION OF INTEREST Firms experienced in the evaluation, implementation and management of major capital works projects and interested in undertaking the independent review are asked to register their interest with the undersigned within one week from the date of this advertisement.
