Funding formula ‘still the best’
PA Wellington The population-based formula for funding hospital boards, introduced in 1983, is still the best option available, according to a review committee.
The committee’s report, released yesterday, said that over all the formula worked effectively and had made “major contribution” to the fair distribution of Government money to hospital boards. The previous system of funding was by a block grant to each board based directly on the allocation of the previous year, increased to cover inflation and other factors. When the replacement formula was approved in December, 1982, boards were told it would be reviewed after three years. It was implemented on April 1, 1983. The review committee report proposed little change to the system, chiefly because there was little new information available since the formula was implemented.
