The Reagan Administration is considering voting against international bank loans to Chile in protest over continued human rights abuses and lack of progress toward democracy, a Washington official says.

"W’e’re considering what to do,” he said.

“The full range of options” was being reviewed, from abstaining

on loans to voting against them and urging other countries to do likewise.

Opposing the loans was one of the few ways in which Washington could influence Chile.

Jimmy Carter’s Administration for four years voted against loans to Chile but Reagan-ap-pointed officials only registered protest by abstaining on loans during the first quarter of 1985, when Chile was under a state of siege.
