Sir,—lt is distressing to learn that the Lyttelton Harbour Board is short of cash, and that its budgeted profit of SI.IM is now a loss of SI.4M. Both the board officers who produced this budget, and the board itself which accepted it, were obviously astray. In a spirit of real helpfulness, I recommend to the Harbour Board that small craft moorings are an excellent source of revenue, almost immune from trade and commerce set-backs, and very cheap to install, when the sheltered water is already there.—Yours, etc.,
