NOTICEOFESTIMftTESANBKM TO MAKE AND Pursuant to the provisions of the Rating Act 1967, and subsequent amendments, and the Local Government Act 1974, and subsequent amendments, public notice Is hereby given that the Waimairi District Council has prepared and approved annual estimates of receipts and payments for the period commencing the First Day of April, 1986 and ending on the Thirty-first Day of March, 1987. The estimates are available for public inspection during ordinary office hours at the District Office, corner Jeffreys and Clyde Roads, Fendalton. NOTICE OF INTENTION TO MAKE RATES It is hereby further publicly notified, that it is the intention of the Waimairi District Council at a Special Meeting of the Waimairi District Council, to be held at 7 p.m. on Tuesday, the First Day of July, 1986, in the Council Chambers, corner Jeffreys and Clyde Roads, Fendalton, to; make a Uniform Annual Fee and levy the undermentioned Rates and Charges on the Rateable Capital Value of all rateable properties appearing In the Valuation Rolls, now in force in the District of Waimairi for the period commenced the First Day of April, 1986 and ending on the Thirty-first Day of March, 1987. All Rates and Charges listed are Inclusive of GST, excepting those shown for extraordinary and builders water supply where GST applies from October 1,1986. 1. GENERAL RATES including levies for Canterbury Museum, Canterbury United Council, Christchurch Town Hall and Riccarton Bush Trustees on the Rateable Capital Value of all rateable properties in the several Ridings of the District as follows: Avonhead Riding .36650 cents In the dollar Belfast Riding .43273 cents In the dollar Fendalton Riding .35549 cents in the dollar Papanui Riding .41743 cents in the dollar Styx Riding .41180 cents in the dollar Wairakei Riding .41153 cents in the dollar The above Rates will be made under the provisions of Section 137 of the 'Local Government Act 1974,’ the 'Rating Act 1967’ and any amendments thereto. 2. WATER RATES AND CHARGES under the provisions of Sections 143, 158, 159 and 166 of the ‘Local Government Act 1974’ and the ‘Rating Act 1967’ and any amendments thereto as follows: (a) On every separately rateable property to which water is supplied from the Water Supply System, a rate of: .07286 cents in the dollar on the basis of Capital Rateable Value provided that If that rate would produce less than ten dollars fifty cents ($10.50) in respect of any separately rateable property to which water Is supplied, a rate of ten dollars fifty cents ($10.50) be made and levied. (b) On every separately rateable property to which water can be, but Is not supplied, situated within one hundred metres from any part of the water works, a Rate not exceeding half of the Rates mentioned in paragraph (a) above. (c) Kainga Water Supply .03643 cents in the dollar on the basis of Capital Rateable Value provided that if that rate would produce less than five dollars twenty five cents ($5.25) in respect of any such separately rateable property to which water is supplied, a Rate of five dollars twenty five cents ($5.25) be made and levied. (d) Extraordinary Supply — Per Metre Residential, Commercial, Industrial, etc. To September 30,1986: Thirteen point two cents (13.2 c per cubic metre or sixty point one cents (60.1 c per one thousand gallons for properties supplied from the water supply system. From October 1, 1986: Fourteen point five cents (14.5 c per cubic metre or sixty-six point one cents (66.1 c per 1000 gallons for properties supplied from the water supply system. Non-Rateable Properties and Properties not paying Water Rate on Rate Assessment: To September 30, 1986: Fifteen point nine cents (15.9 c per cubic metre or seventy two point two cents (72,2 c per 1000 gallons for properties supplied from the water supply system. Minimum annual charge — non-rateable properties, ten dollars fifty cents ($10.50). From October 1,1986: Seventeen point five cents (17.5 c per cubic metre or seventy nine point four cents (79.4 c per 1000 gallons. (e) Builders’ Water Supply To September 30, 1986: The following water charges shall be made — 1. Where the value of the proposed building as shown on the building permit application: (a) Doesnot exceed $6OOO — $l.OO (b) For each complete additional $lOOO, an additional 25 cents. 2. A water meter shall be Installed at the applicant's cost on non-rateable and other properties as determined by the District Engineer. Where a meter Is installed, an Initial allocation will be calculated by apportioning the fees payable under Clause 1 above, by the following forumlae: Rateable Properties — 13.2 cents per cubic metre or 60.1 cents each 1000 gallons. Non-rateable Properties — 15.9 cents per cubic metre or 72.2 cents each 1000 gallons. Water used in excess of the initial allocation provided for under the above formulae will be charged at the same rates of 13.2 and 15.9 cents each cubic metre, or 60.1 and 72.2 cents each 1000 gallons. Builders’ Water Supply From October 1, 1986: The following water charges shall be made — 1. Where the value of the proposed building as shown on the building permit application: (a) Does not exceed $6OOO — $l.lO (b) For each complete additional $lOOO, an additional 27.5 cents. 2. A water meter shall be installed at the applicant’s cost on non-rateable and other properties as determined by the District Engineer. Where a meter is installed, an initial allocation will be calculated by apportioning the fees payable under Clause 1 above, by the following formulae: Rateable Properties — 14.5 cents per cubic metre or 66.1 cents each 1000 Non-rateable Properties — 17.5 cents per cubic metre or 79.4 cents each 1000 gallons. Water used In excess of the initial allocation provided for under the above formulae will be charged at the same rates of 14.5 and 17.5 cents each cubic metre, or 66.1 and 79.4 cents each 1000 gallons. 3 It is hereby further publicly notified that it is the intention of the Waimairi District Council at a Special Meeting to be held at 7 p.m. on Tuesday the First Day of July, 1986, in the Council Chambers, corner Jeffreys and Clyde Roads, Fendalton, to make and levy: ; Uniform Annual Fee at $134.03 per container will be made and levied for those properties within the District where a night soil collection service Is given, provided that where any property requires the servicing of more than one container per week, such additional service shall be arranged through Council. The said Uniform Annual Fee will be made under the provisions of Section 163 of the ’Local Government Act 1974' and will be levied for the period commenced the First Day of April, 1986, ending on the Thirty-first Day of March, 1987. 4. Other Authorities Rates: The Council will collect such rates as are made by Special Order by the following Authorities: Christchurch Drainage Board — at its meeting to be held on June 25, 1986. Christchurch Transport Board — at its meeting to be held on June 27, 1986. North Canterbury Catchment Board — at its meeting to be held on June 27,1986. 5. Minimum Total Rates: Minimum total rates payable in all cases shall be $5.25. 6. Rates by Instalments It is hereby further publicly notified that the before mentioned Rates, Charges and Uniform Annual Fee and the Rates levied by other Authorities and collected by the Council for the 1986/87 Rating year, shall be due and payable by instalments which shall be subject to an additional charge of ten per cent (10%) to be added to any unpaid portion of each such instalment, on the dates specified in the Special Order passed by the Council at its meeting held on the 15th of November, 1973 and confirmed at its meeting held on the 13th of December, 1973, such dates being as specified below, namely: Instalment Date of 10% No. Date Due and Payable Additional Charge 1 April 16, 1986 June 1, 1986 2 July 16, 1986 September 1, 1986 3 October 16, 1986 December 1,1986 4 • January 16,1987 March 1,1987 The instalments for the Rating Year commencing on the First Day of April, 1986, and ending on the Thirty-first Day of March, 1987, shall be due and payable on the dates set out above, together with the date an additional charge of ten per cent (10%), shall be added to any unpaid portion of each instalment, provided that any occupier within the meaning of the said Act who pays the full year’s assessment before the ten per centum (10%) additional charge is due to be added on the second instalment, namely the First Day of September, 1986, shall have the ten per centum (10%) additional charge on the first instalment remitted, if the same has been charged. Anyratepayer desirous of paying his rates for the 1986/87 rating year in one payment may do so without incurring the 10% additional charge on the unpaid first Instalment, provided the amount of the rates for the full year is paid no later than August 31, 1986. The before mentioned Rates, Charges and Uniform Annual Fee shall be payable as above, at the office of the Waimairi District Council, corner Jeffreys and Clyde Roads, Fendaiton, Christchurch. Total net capital rateable value $2,329,834,425.00. The Valuation Rolls and Rate Books containing particulars of all the above Rates and the Uniform Annual Fee, are open for inspection without fee by all ratepayers during office hours which are from 8.30 a.m. to 4.30 p.m., Monday to Friday.
