Sir,—When Britain found it convenient to promise Palestine to both Arabs and Jews, no hint of moral principle was allowed to intrude. When, as a result, the Palestinians were driven into exile, no legal sanction or international agreement ! defended them. When American funds subsidised the massacre of refugees in Lebanon, the sanctity of civilian lives was irrelevant, and no sheriff galloped to the rescue with guns blazing. The sudden passion for educating the world to the importance of international law, order and morality is welcome; doubts must remain over the qualifications of the teachers, and the choice of Colonel Gadaffi as star pupil hardly inspires confidence. The acid test is to persuade a four-million-strong class that rules which failed its members still deserve respect.
