Nicaragua

Sir, — What does Nicaragua have to negotiate with the United States Government, that is not purely a problem of the Reagan Administration’s own making? The political immorality of Reagan, who imagines that his position gives him the right to interfere in other countries’ internal affairs, even to the extent of hiring cut-throat mercenaries to overthrow popular Governments that are distasteful to the United States ruling oligarchy is plainly evident. The belief of United States officials that the “Contras” (the mercenaries) “would only improve as a fighting force if Congress al-, lowed on-the-ground guidance from United States advisers,” shows that United States bureaucrats have learnt nothing from their Vietnam fiasco. The inseparable taint of corruption and venality attaches itself to funds which the United States Congress votes to overthrow popular Governments everywhere. Witness the baggage train of loot accompanying the despicable Marcos entourage. — Yours, etc.,
