One-city plan
Sir, — The Local Government Commission’s proposal for the amalgamation of Heathcote, Waimariri and Riccarton with the rest of Christchurch is logical, necessary and inevitable. Ratepayers are quite rightly insisting on better and more economical local government. The single-city concept offers the greatest possible scope for streamlined administration, consistency in long-term planning, the economic utilisation of resources, and an equitable distribution of the rates burden. People who believe that they could lower their rates by becoming part of one of the smaller local bodies are fooling themselves. What happened in Merivale and Mount Pleasant will also happen elsewhere. The best way to achieve significant long-term economies is to amalgamate without further delay. It is time the people of greater Christchurch accepted the Labour Government’s challenge to help themselves by uniting into one strong, efficiently-run, and forward-looking city, where both the burdens and the amenities can be fairly shared. — Yours, etc., D. J. O’ROURKE. February 20, 1986.
