Controls on explosives

Access to explosives is controlled by an act of Parliament.

The way in which sales are regulated makes it difficult for anyone with sinister intentions to obtain explosives legally. The rules governing the importation, manufacture, sales, and use of explosives in New Zealand are set down in the Explosives Act, 1957.

Anyone who sells explosives must by law have a licence to do so, according to a spokeswoman for the Labour Department in Christchurch. It is believed that only two persons in Christ-; church are entitled to sell explosives. One is a retailer and the other a wholesaler. The spokeswoman said that those with licences

- were permitted to sell i explosives only to persons known to them. r Persons wanting to buy i explosives had to become known to the licencei holder by opening an ac- - count or giving an ad--1 dress. Strict regulations coni trol the quantity of explosives that a person may 1 store, and the type of 5 storage premises.
