United Council decision later
Where the Canterbury United Council fits into a one-city metropolitan Christchurch has still to be decided. The chairman of the Local Government Commission, Mr Brian Elwood, said a decision had not been made on the role of the United Council. A decision would be made after Canterbury as a whole had been studied and rural local govern-
ment had also been restructured. Regional and local government could be combined in one authority — the new amalgamated council. That possibility did not yet exist in Canterbury, Mr Elwood said. “But there is nothing to say an urban council could not represent rural interests or that a rural council could stop urbanisation,” he said.
