‘Year of great quango hunt’

PA Wellington The Deputy Prime Minister, Mr Palmer, has declared 1988 the “year of the great quango hunt” in an attempt to create a more open Government. New Zealand had an astonishing number, variety and complexity of quangos — quasi auto-' nomous non-Govern-mental organisations — Mr Palmer told a public meeting in Takaka last evening. Simply counting the number of quangos was difficult, he said, but by his calculation there were, in 1981, 3400 — including 2598 school committees. Quangos had some positive features, such as diffusing concentrations of power and allowing private individuals to take part in the activities of government.

“But there are some important weaknesses in the pattern of quangos as they have developed in New Zealand,” he said.
