New regime offers hope for Uganda?
NZPA-Reuter Kampala Life is returning to normal in the Ugandan capital after the overthrow of Lieutenant-General Tito Okello’s military government by well-disciplined guerrillas. Kampala residents rejoiced at the takeover, which took place just six months after the last coup. They appeared generally confident that the new National Resistance Army rulers offered real hope of ending the turmoil that has wracked Uganda for the past 20 years.
N.R.A. guerrillas captured Kampala on Sunday, and on Monday Western diplomats said they had also taken the country’s second town, Jinja. The N.R.A. chairman, Mr Yoweri Museveni, pledged to form a broadbased government that would avoid the factionalism' and tribalism of previous administrations and would act decisively to curb brutality by soldiers.
