Belgium’s Petrofina is nearing agreement with Hanoi to become the first Western firm with oil prospection and exploitation rights off the Vietnamese coast. Sources said the agreement, under negotiation for more than a year, must- be signed by the middle of next year. One source said the basic outlines were set but “a certain number of points remain to be discussed.”
