Training system ‘is excessively complex’

PA Wellington The Government will prepare a discussion paper on ways of improving the training and vocational system, said the Minister of Education, Mr Marshall, yesterday. There was some frustration at the complexity of the training network, he told the Waikato Technical Institute staff development seminar. “This network, with its variety of bodies concerned with training or the control of training, with examining or validating qualifications, or with registration of those

holding vocational qualifications, is excessively complex,” he said. “It is complex because it has grown, with each part dealing with a sector of the vocational education and training industry.” Mr Marshall said that he and the Minister of Employment, Mr Burke, would publish a Green Paper seeking public responses on the question. “After consideration of these responses, ways of improving the training network will be planned and I believe you should expect changes in the he

Mr Marshall also said he was concerned that educational authorities should reflect the interests of the community they serve. “I believe this can best occur if composition of the authority reflects the people and groups within the community,” he said. “I have asked technical institute and community college councils to examine their memberships and see if they need to widen existing representation.” Some councils were already looking at amending their composition, he said.
