Public Notices fi ELLESMERE COUNTY COUNCL ELLESMERE COUNTY COUNCIL NOTICE OF ESTIMATES AND INTENTION TO MAKE AND LEVY RATES PURSUANT TO THE provisions of Sections 121 and 122 of the Local Government Act, 1974, Public Notice is hereby given that the Ellesmere County Council has prepared and approved the estimates of income and expenditure for the period April 1, 1985, to March 31. 1986. A copy of the approved estimates is available for public inspection during normal office hours at the public office of the Council. High Street. Leeston. It is hereby further publicly notified that it is the intention of the Ellesmere County Council at its next Ordinary Meeting to be held on Monday, June 24, 1985, in the Council Chambers, High Street. Leeston, to make the undermentioned Uniform Annual Charges and make and levy the undermentioned Rates and Charges on the Rateable Capital Value of all Rateable Properties appearing in the Valuation Rolls, now in force in the County of Ellesmere, for the period commencing the first day of April, 1985. and ending on the 31st day of March, 1986, pursuant to the provisions of the Local Government Act, 1974, the Rating Act, 1967, the Local Authorities Loans Act, 1956, all other Acts empowering the Council In that behalf, and all Amendments to such Acts. (i) A General Rate of decimal two five nine five (.2595) cents in the dollar on the Capital Value of all rateable property in the Ridings of Irwell, Southbridge, Rakaia, Springston and Greenpark. (ii) A Community Council General Rate of decimal three three zero (.330) cents in the dollar on the Capital Value of all rateable property in the Community Council of Leeston. (iii) A Community Council General Rate of decimal three zero three five (.3035) cents in the dollar on the Capital Value of all rateable property in the Community Council of Southbridge. (iv) Drainage Rates on the Capital Vlue of all rateable property in the area classified for the Greenpark Subdivision as follows: Class B — .0706 cents in the dollar. Class C - .0442 cents in the dollar. Class D — .0295 cents in the dollar. Class E — .0236 cents in the dollar. Class F — .0088 cents in the dollar. (v) Drainage Rates on the Capital Value of all rateable property In the area classified for the L2 Subdivision as follows: Class A — .0629 cents in the dollar. Class B — .0419 cents in the dollar. Class C - .0252 cents in the dollar. Class D — .0126 cents in the dollar. Class E — .0084 cents in the dollar. Class F — .0063 cents in the dollar. (vi) Drainage Rates on the Capital Value of all rateable property in the area classified for the Ellesmere No. 3 Subdivision as follows: Class A — .0665 cents in the dollar. Class B - .0443 cents in the dollar. Class C — .0333 cents in the dollar. Class D — .0288 cents in the dollar. Class E - .0133 cents in the dollar. Class F — .0089 cents in the dollar. (vii) Drainage Rates on the area of all rateable property in the area classified for the Ellesmere No. 4 (Osbornes Drain) Subdivision as follows: Class A — 280.64 cents per hectare. Class B — 145.93 cents per hectare. Class C — 22.46 cents per hectare. (viii) Osbornes Drain Loan Drainage Rates on the area of all rateable properties in the area classified for the Ellesmere No. 4 (Osbornes Drain) Subdivision as follows: Class A - 87.74 cents per hectare. Class B — 45.63 cents per hectare. Class C — 7.03 cents per hectare. (ix) Drainage Rates on the area of all rateable property in the area classified for the Leeston Drainage District as follows: Class A — 303.90 cents per hectare. Class B — 243.12 cents per hectare. Class C — 212.73 cents per hectare. Class D — 121.56 cents per hectare. (x) Drainage Rates on the area of all rateable property in the area classified for the Taumutu Drainage District as follows: Class A — 823.72 cents per hectare. Class B — 658.98 cents per hectare. Class D — 329.49 cents per hectare. (xi) Drainage Rates on the Capital Value of all rateable property in the area classified for the Taumutu Special Drainage District (Culverts Maintenance) as follows: Class A — .3406 cents in the dollar. Class B — .0681 cents in the dollar. Class C — .0205 cents in the dollar. Class D — .0136 cents in the dollar. (xii) Water Charges as defined in the Ellesmere County Council Water Race District Water Supply Bylaw No. 2, being $2.15 cents per hectare or part thereof. (xiii) A Uniform Water Maintenance Charge of $5O on each connection to the Rolleston Water Supply Scheme with a minimum charge of $25 on all lands and dwellinghouses to which water can be but is not supplied, as defined in the Special Order. (xiv) A Uniform Water Maintenance Charge of $4O on each connection to the Springston Water Supply Scheme with a minimum of $2O on all lands and dwellinghouses to which water can be but is not supplied, as defined in the Special Order. (xv) A Uniform Maintenance Charge of $4O on each connection with a minimum charge of $2O on all lands and dwellinghouses to which water can be but is not supplied in the Lincoln and Dunsandel Urban Water Supply Areas. (xvi) A Uniform Water Maintenance Charge of $35 on each connection with a minimum charge of $17.50 on all lands and dwellinghouses to which water can be but is not supplied, in the Leeston and Southbridge Urban Water Supply areas. (xvii) A Uniform Sewerage Charge of $54 for each house, flat, shop or other building, $lB each additional closet or urinal up to seven, and $9 thereafter, in the Leeston Urban Drainage District and a minimum charge of $27 on any Valuation Assessment to which sewerage can be, but is not connected. NOTE: Where a dwelling is occupied solely by one family unit the basic charge of $54 only will be levied. (xvili) A Uniform Sewerage Charge of $54 for each house, flat, shop or other building, $lB each additional closet or urinal up to seven, and $9 thereafter, in the Lincoln Urban Drainage District and a minimum charge of $27 on any Valuation Assessment to which sewerage can be, but is not connected. NOTE: Where a dwelling is occupied solely by one family unit the basic charge of $54 only will be levied. (xix) A Uniform Community Centre levy of $l2 for each dwelling unit in the Mead-Dunsandel Community Centre District. (xx) A Uniform Community Centre Levy of $lO for each dwelling unit in the Southbridge Community Centre District. (xxi) A Uniform Community Centre Levy of $lO for each dwelling unit in the Killinchy Community Centre District. (xxii) A Uniform Community Centre Levy of $lO for each dwelling unit in the Lakeside Community Centre District. (xxiii) A Uniform Community Centre Levy of $5 for each dwelling unit in the Springston Community Centre District. (xxiv) A Uniform Community Centre Levy of $lO for each dwelling unit in the Lincoln Community Centre District. (xxv) A Uniform Refuse Charge of $2l for each property in the County for which a regular refuse collection service is provided. (xxvi) Uniform Water Supply Loan Charges in the Southbridge Urban Water Supply District. (a) For those properties which did not accept lump sum contributions - $9O with a minimum charge of $45 on all lands and buildings to which water can be but is not supplied. (b) For those properties previously connected to a subdivisional water supply which did not accept lump sum contributions - $lO with a minimum charge of $5 on all lands and buildings to which water can be but is not supplied. (xxvii) Uniform Water Supply Loan Charges in the Lincoln Urban Water Supply District. (a) For those properties which did not accept lump sum contributions — $175 with a minimum charge of $87.50 on all lands and buildings to which water can be but is not supplied. (b) For those properties previously connected to a subdivisional water supply which did not accept lump sum contribustions — $2O with a minimum charge of $lO on all lands and buildings to which water can be but is not supplied. (xxviii) Such Rates as are made by Special Order by the North Canterbury Catchment Board for the year commencing April 1, 1985 and concluding March 31, 1986. The above rates and charges to be for the period commencing on the first day of April, 1985, and ending on the 31st day of March. 1986. and to become due and payable in one sum on the 26th day of August, 1985, at the County Office, Leeston (P.O. Box 2), where the Valuation Rolls are now open for inspection during normal office hours. In terms of Section 70 of the Rating /let 1967, a discount of five per centum (5 p.c.) will be allowed on the General Rate only if rates are paid within 30 days of the due date (i.e. on or before September 24, 1985). In terms of Section 71 of the Rating Act, 1967, a penalty of ten per centum (10%) will be added to all rates which remain unpaid by February 24, 1986. Dated at Leeston this 20th day of May. 1985. G.
