S.I. high-country report released

A draft report on destocking, retirement, and land surrender in the South Island high country has been considered by the Land Settlement Board and the National Water and Soil Conservation Authority. It found no big areas of conflict between the policies of the two organisations.. However, the draft report did identify a need for closer co-operation between catchment authorities and the Lands and Survey Department to ensure that surrender of land from Crown leases could be negotiated. The working party of officials who produced the report considered the legal implications of the Government’s proposed policy on lands retired from grazing under Government-assisted schemes, and to consider it from the perspective of Crown pastoral lessees and

The working party had also been asked to identify any legal or legislative impediments to applying the proposed policy. Both organisations will now discuss the draft report before adopting it and referring it to the Government for endorsement.
Both organisations plan to publish the report, once it has been referred to the Government, because of public interest. It has been the subject of a row between the Federated Mountain Clubs and the high-country committee of Federated Farmers, in “The Press.” It has also been a point of conflict between water and soil bodies, who want land destocked and retired to control erosion, and recreation groups who want the land surrendered to Crown control for reservation and protection.
