Death row population increases

Samoan Govt to shed functions

The Government of American Samoa wants the private sector to take over some of its functions in a move to stimulate the local economy and pare expenses. A Commission of Privatisation began in June a review of Government agencies that could be run by the private sector. The United States Assistant Secretary of the Interior for Territorial and International Affairs, Mr Richard Montoya, said the commission signalled the start of the second phase of American Samoa’s economic development, the first

being the build-up of the infrastructure needed to attract industry. Mr Montoya hopes to use American Samoa as a selling point for other Pacific territories, to follow its example. Governor Peter Coleman said that when the United States Government took over American Samoa in 1900, there were no private resources. “Now is the time that we break through some of the economic barriers by turning over those Government operations which can be handled by the private sector,” he said.
