The birch
Sir, — The Minister of Police, Mr Couch, wants some public comment on his suggestion that we bring back the birch to deter potential violent offenders. When he made the same suggestion some years ago he was advised that not
only was there no evidence that corporal punishment was a deterrent, but that it tended slightly to increase recidivism for some crimes, adding to rather than decreasing the crime rate. To again suggest a return to Statesanctioned violence implies that Mr Couch has a very short memory, or is incredibly naive, or that his election campaign will be geared towards the ill-informed, extreme Right voter. — Yours, etc.,
