WESTLAND COUNTY COUNCIL THE TOWN AND COUNTRY PLANNING ACT, 1977 PUBLIC NOTICE OF DISTRICT SCHEME CHANGE THE Westland County Council has prepared District Scheme Changes No. 1 to 3 to allow:— 1. Rural — Residential Uses. To allow as a conditional use in its rural zone residential uses. 2. Development Control. To empower Council’s officers to require a nonnotified application in cases where certain uses and buildings are permitted as predominant uses provided they comply with specified performance standards. 3. Control of Factory Farming. Council considers that because of the characteristics of factory farming operations they are often associated with a number of potentially noxious elements. Factory farming is to be controlled by defining It as a conditional use In the Rural I Zone. It will not be permitted In the Rural 2 Zone.
