Unlit cycles

Sir,—l ride a cycle to work most mornings, and it is amazing to see how many cyclists not only do not have a light working, but do not have a light at all. I am on the road just after 6 a.m. when traffic is not heavy, but for three mornings last week I checked the cyclists I saw. Out of 13, 11 had no lights working. Last night when I was driving a car I passed three cyclists in a row without lights. Surely this is proof that the law needs tightening. A light that is working plus a reflective sash worn by the cyclist should be compulsory. Maybe an instant fine would be the answer.—Yours, etc T. H. BOUGEN. April 27, 1984.
