Refuse site zoning draws objection

An objection against the Waimairi District Council’s reviewed District Scheme will be lodged by the Christchurch Metropolitan Refuse Disposal Committee. The committee decided yesterday to object to the zoning of land in Styx Mill Road which it intended to use for a northern rubbish transfer station site. Although approval was granted by the Planning Tribunal last October to use the site for a third transfer station, the land had not been zoned for the use under the reviewed scheme. A two-year time limit imposed by the tribunal means its approval of the site will lapse if a substantial start has not been made qp the work by Qgtober, 1985.

Verge rubbish Rubbish accumulating on the side of the motorway leading to the western transfer station on Parkhouse Road, Sockburn, will be cleared by staff of the Ministry of Works and Development and dumped, free of charge, at the station. According to a report from the Ministry almost 10 rubbish bags of paper were collected daily from the motorway. A full-time employee was used to keep it free of litter. The staff at the station clear litter from Hayton Road and Parkhouse Road when necessary but dp not clear the motorway. S-

Compost concession The half-price concession for compost litter should continue, the committee decided. Cr D. C. Close, (Christchurch City Council) said the concession had been conceived to educate and it should not be stopped so close to the completion of the Waimairi Beach landfill site. “If we compost this material and use it as top cover it would save us lots of money,” he said. Estimates Estimated expenditure of $5,228,853 for the 1984-1985 financial year was accepted by the committee. Last year

the committee spent $2.8 million, nearly $1.5 million less than estimated. Much of the money will be spent on capital works, with more than $2 million being budgeted for the completion of the eastern transfer station in Ruru Road, Bromley. The eastern station is expected to open in August. The estimate for the landfill site is $921,500, including $300,000 for access reading. The landfill is also expected to open in August. Administration and running costs have been estimated at $1.86 million. Of that amount resource recovery is estimated to cost $67,300. Last year $753,865 was spent. Levies from the committeefb five contributing coun-

cils will supply $l.l million of the committee’s income, $500,000 less than last year. The Christchurch City Council will contribute 59 per cent of the local bodies sum, Waimairi District Council 25 per cent, Paparua County Council 9 per cent, Heathcote County Council, 3 per cent, and Riccarton Borough Council, 2 per cent. Returns from the western station are expected to be $700,000, more than double the amount made last year. The eastern station is estimated to make $375,000 and the landfill $400,000. Most of the committee’s other income will come from loans returns and investments, at $2.5 million. »
