Constituted 1913 RICCARTON BOROUGH COUNCIL SPECIAL ORDER: RICCARTON TOWN CENTRE' PROJECT DIFFERENTIAL RATING AREA NOTICE IS HEREBY given that at a meeting of the Riccarton Borough Council held on December 19, 1983, the following resolution was passed: “That the Riccarton Borough Council hereby resolves pursuant to the powers contained in Sections 147 and 147 A of the Local Government Act 1974, to adopt a system of rating on a differential basis as is described hereunder. (1) The purpose of the proposed differential rating system is to make and levy a rate on properties in the differential rating area of such amount each year as is sufficient to provide in that year for the payment of annual loan interest charges, sinking fund contributions or principal repayments, in respect of loans raised to finance the Riccarton Town Centre improvements project. (2) The proposed differential rate will be made and levied on the land value of all rateable properties situated in the Commercial B, Service and Special Development area 7 zones of the reviewed District Scheme, excepting that the differential rate will not apply to any properties in the proposed differential rating area used solely for residential purposes. (3) In proposing the differential rating area described above the Council has taken into account the area benefiting from the Riccarton Town Centre project and the effect which the proposed differential rate will have on properties in the differential rating area. (4) The Council intends to raise a loan of $559,000 for the Riccarton Town Centre improvements prbject (less any lump sum contributions made) for a 12 year term. On the basis of the present local authority loan interest rates of 9.5 per cent per annum maximum the annual loan interest and sinking fund charges for a loan of $559,000 will be $84,351. The rateable land value of properties in the proposed differential rating area is $7,512,000 and a rate of 1.123 cents per dollar of land value will produce $84,351. The proposed differential rate will represent an increase in annual rates on a typical shop in Riccarton Road of $235 per annum (from $506 to $741) which is $4.52 per week. (5) The proposed differential rating system will come into force on April 1, 1984. And it is hereby further resolved that the foregoing resolution be publicly notified and submitted for confirmation as a special order at a special meeting of the Council to be held on Monday, March 19, 1984, at 4.30 p.m.” A copy of the above Special Order is available for inspection at the Borough Offices during normal office hours.
