SUBMISSIONS INVITED REVIEW OF THE MINISTRY OF AGRICULTURE AND FISHERIES MEAT DIVISION’S MEAT AND FISH INSPECTION PROGRAMME ON JUNE 28,1983, the Minister of State Services, the Rt Hon. David Thomson, announced that a review would be undertaken of the Ministry of Agriculture and Fisheries Meat Division’s Meat and Fish Inspection Programme. Mr Mark Hinchliff, current Chairman of the Fishing Industry Board and former Chief Executive of W. and R. Fletcher (N.Z.), Ltd, has been appointed chairman of the team to undertake the review. Other members of the team include a representative from the Ministry of Agriculture and Fisheries, the State Services Commission and the Treasury. The terms of reference for the review are set out below. The review team intends to visit slaughterhouses and consult with those engaged in meat and fish processing but this will necessarily be limited to a few establishments and relatively few people. The team therefore welcomes and invites written submissions by any organisation or person who has an interest in the review. This would greatly assist the team in its task. Written submissions should be addressed to: The Chairman, Meat Division Review Team, STATE SERVICES COMMISSION, Private Bag, WELLINGTON. These submissions should be forwarded by Wednesday, August 17, 1983. The terms of reference are: 1. To determine whether the Meat Division’s inspection programme is the most effective means of achieving the purity and safety standards required by importing countries government requirements. In doing so determine: (a) whether parts of the inspection programme might properly and effectively be undertaken by the industries serviced; (b) the financial and staffing savings that could accrue to: (1) the Government; and (ii) New Zealand should it be determined that part or all of the programme should be transferred to the industries serviced; (c) the legislative implications of any such transfer or responsibility. 2. To identify and quantify the inefficiencies in resource use arising from a taxpayer-funded inspection service and recommend ways of improving resource use. 3. To examine the implications of moving to a service in which costs are recovered in whole or part. 4. To consider any other matters pertinent to this review, including local grading and an ongoing machinery to establish appropriate standards and methods of inspection at the least cost to New Zealand. 5.
