(5) The vehicle to be used shall be one Mini bus with a seating capacity not exceeding 12 Inclusive of the driver. Such a vehicle shall be produced to the Chief Surveyor of Motor Vehicles, Christchurch who shall issue a certificate to that vehicle or appropriate ot its use on the service and only that vehicle shall be used.
