President Ronald Reagan, who has yet to announce if he will seek re-election in 1984, said yesterday that one term in office was not long enough for a President to implement his programmes. “You really can’t in four years carry through programmes that may be necessary,” Mr Reagan told reporters at a question-and-answer session.
He insisted that he was not tipping his hand about his plans, but Mid that the United States had suffered because of a snccessh* of one-term President*. “I think it creates an instability,” fee said when asked if the rapid turnover in administrations during the past two decades was cause for concern.
