The first 13 names on the list will form the Cabinet. The party caucus agreed to a proposal by Mr Hawke for an inner Cabinet. It would be made up of 13 Ministers including the four party leaders, out of a total ministry of 27. Caucus sources say that the proposal, which is aimed at streamlining the Government’s main policy decisions,

was carried without a vote being taken. The caucus also re-elected the four party leaders unopposed: they are Mr Hawke, Mr Bowen, Senator John Button, and his deputy, Senator Grimes. The caucus in a surprise move elected the veteran Victorian member, Harry Jenkins, as the new Speaker of the House of Representatives. Mr Jenkins defeated the firm favourite, Les Johnson, of New South Wales by 56 votes to 52. The new president of the Senate will be Douglas McClelland, of New South Wales, who defeated Senator Ruth Colenjan, of Western Australia, for that post by a clear 69 to 39 margin. The new Government whip in the House will be Ben Humphries, of Queensland, who was elected unopposed.
