In a speech from the steps of the Colorado State House. Senator Hart said: "We now face a stark choice between national renewal or national decline." With his wife Lee at his side, he spoke to about 500 cheering supporters.

Senator Hart is the second Democrat after Senator Alan Cranston of California to formally announce his Presidential campaign.

Former Vice-President, Walter Mondale, is to announce his campaign on Monday, and other undeclared contenders include Senators John Glenn of Ohio, Ernest Rollings of South Carolina and Dale Bumpers of Arkansas. First elected to the Senate in 1974, Senator / Hart has been building a political organisation and raising money since the last (northern) summer, imitating the campaign styles of both McGovern and Jimmy Carter.

Aides to Senator Hart said that he has raised over $U5225,000, making him eligible for matching Federal campaign funds.
