Irrigation law opposed

PA Wellington Labour and Social Credit have expressed opposition to parts of a new law setting charges for the cost of irrigation schemes. The Public Works Amendment Bill provides for a basic charge of a part of the capital costs of the headworks of irrigation schemes, as well as off-farm distribution costs. Under the present law there is no charge for the headworks. When the bill was reported back to Parliament from the Lands and Agriculture Select Committee, Labour’s spokes-

man on agriculture. Sir Basil Arthur (Timaru), said farmers were “bitterly disappointed" with the planned change. Mr G. T. Knapp (East Coast Bays) said that Social Credit also opposed the irrigation clauses of the bill, calling them a retrograde step. It would undoubtedly lead to higher irrigation costs in some parts of the country, particularly Otago, he said. The two Opposition parties tried to block the bill with a division, but the Government pushed it through on a 38-38 vote.
