PA Wellington A claim. for $2 million damages against Mr Rowling as a former Minister of Finance, and the AttorneyGeneral, has been rejected by Mr Justice Quilliam in the High Court at Wellington. Mr Rowling, in his capacity as Minister-of Finance in the Kirk government, refused consent to Takaro Properties, Ltd. and its director,;, Richard Stockton Rush, jun., under the Capital Issues (Overseas) Regulations to the issuing of shares by the Mitsubishi Corporation of Japan, for development of a tourist resort near Lake Te Ariau. i
