PA Wellington Stalkers who shoot escaped, branded deer in the wild should not be guilty of theft, the Opposition member for Palmerston North, Mr T. A. de Cleene, has said in Parliament. Opposing an amendment to the Wild Animal Control Act, which makes a person guilty of theft if he shoots a branded deer, Mr de Cleene said it was “pretty tough” on someone who shot the deer in the wild. The measure is designed to put a halt to deer poaching.

However, Mr de Cleene said that it was carrying property rights too far. “Why indeed should a farmer or anybody owning deer say that he still owns the animal when it is back in the bush, outside the fence?” he. said, during the committee stages of the bill. The Minister of Lands, Mr Elworthy, compared the protection given to deer owners with that given to cattle owners, whereby a stolen animal remains the property of the owner.
