Feltex Finance, Ltd, is seeking $5. million with the right to accept oversubscriptions of a similar amount. Changes to the terms of the new issue of registered secured debentures include quarterly payment of interest and automatic rate review should the company increase its rates within 90 days of the removal of the present Interest on Deposits order.
