Lithgow, was commenting on the Industries Development Commission draft report on a motor industry development plan. He said the A.A. had been
advocating the abolition of the Hire Purchase Regulations because the system was unsatisfactory and being openly circumvented. Many people were taking out mortgages on their homes to circumvent the regulations. This was a com-, plicated and costly procedure and the regulations clearly were no longer hav-. ing the desired effect of keeping car sales down.
